Painting over technique

Botho Strauss is not a huge fan of snapshots which he calls a 'false presence' which does not really help recovering the memory of a moment. Insignificant and petty are the snapshots of our daily lives, yet we hesitate to delete and destroy them out of the archaic fear of destroying the soul. Gerhard Richter used a technique to cover snapshots with left-over-paint, thick layers which leave part of the original photo visible. Verfremdung. Strauss calls this the 'Combine' which unites original and painting inseparately.

For the pupil part where you say "Draw circle and feather 1 px," the tutorial is not clear.
Do not use the Shape tool. Instead, use the Elliptical Marquee tool and draw a circle. Then in the upper menu, go to Select > Modify > Feather. Choose 1px.
Then you can use the Paint Bucket tool to fill with black.
