Tom,

It is a sad state of affairs on a site that was created to encourage the free and unfettered sharing of photos that some of its members, many of whom are newcomers, seem to see nothing wrong with "padlocking" their photos for any of a number or reasons, virtually none of which withstand scrutiny and backed up with opinions that are intellectually honest. In my view Admin made a major mistake in listening to a few whiners of the forums and acquiescing by implementing such a system.

If you find a real gem of a pic and you have to contact people who may never get back to you it's kinda hard to use the image. When I started here first I wanted people to contact/credit me about the use of my images but I thought that if I'm looking for images free of restrictions myself I should do the same for others...

If they don't reply when you contact them - allow a reasonable time and then go ahead and use the image. If they come back to you - see them in court - case closed!

im still trying just to get some photos approved! they turn down 99% of mine!

Solving anything in court isn't going to help you or anyone else. It just wastes time and in the end you gain nothing. I DO agree with going ahead and using the image if the person doesn't respond though.

For the pupil part where you say "Draw circle and feather 1 px," the tutorial is not clear.

Do not use the Shape tool. Instead, use the Elliptical Marquee tool and draw a circle. Then in the upper menu, go to Select > Modify > Feather. Choose 1px.

Then you can use the Paint Bucket tool to fill with black.
