Tripod? Check. Lenses? Check. Permit?

The New York Times says The Big Apple wants to require the purchase of a permit and proof of $1 million in insurance for any group of two or more people filming in one location for 30 minutes, or five or more people using a tripod camera for more than 10 minutes.

Free speech advocates don't like the plan a bit. A spokesman for the New York Civil Liberties Union told The Times the rules would unreasonably burden photographers and “open the door to selective and discriminatory enforcement.”

As a result, The Times reports today (July 17, 2007), the city has extended until Aug. 3 the period during which members of the public can comment on the proposal. The deadline previously was June 27.

For the pupil part where you say "Draw circle and feather 1 px," the tutorial is not clear.

Do not use the Shape tool. Instead, use the Elliptical Marquee tool and draw a circle. Then in the upper menu, go to Select > Modify > Feather. Choose 1px.

Then you can use the Paint Bucket tool to fill with black.
